Ingredients
3 cups all-purpose flour
1 cup unsalted butter, softened
1 cup granulated sugar
1 large egg
1.5 tsp vanilla extract
1 tsp baking powder
0.5 tsp salt
4 cups powdered sugar
3 tbsp meringue powder
6 tbsp warm water
Red and Blue gel food coloring

Step 2: Mix in the egg and vanilla extract until well combined.
Step 3: Gradually add the sifted flour, baking powder, and salt to form a dough.
Step 4: Chill the dough for at least 60 minutes to prevent spreading.
Step 5: Roll dough to 1/4 inch thickness and cut into circles.
Step 6: Bake at 350°F for 8-10 minutes and cool completely.
Step 7: Whisk powdered sugar, meringue powder, and water to make royal icing.
Step 8: Color portions of icing red and blue, keeping the rest white.
Step 9: Flood cookie with white icing, add red and blue dots/rings, and swirl with a toothpick.
Step 10: Allow icing to dry for 12 hours before serving.
Notes
Ensure the icing is '15-second consistency' for the best results with the marbling technique.
